Infrastructure Improvements to Charlotte Avenue

The City of Rock Hill is seeking bids for the Infrastructure Improvements to Charlotte Avenue project. The project involves upgrading the water and sewer mains along Charlotte Avenue from Cherry Road to Cedar Street. The successful bidder will be required to furnish all materials and equipment and perform all labor necessary for the project. The project must be substantially completed within 460 consecutive calendar days, and final completion must be achieved within 60 consecutive calendar days of substantial completion. • The project is being funded by a loan from the State Revolving Fund (SRF). • Bidders must comply with all applicable state and federal requirements, including Davis Bacon and Build America, Buy America (BABA) provisions. • A non-mandatory pre-proposal meeting will be held on April 2, 2026, at 10:00 am. • The bid submission deadline is April 23, 2026, at 2:00 pm. • The City of Rock Hill reserves the right to reject any or all bids, waive informalities and irregularities, or re-advertise.
