Alabama’s Department of Mental Health is seeking a qualified Visual Gestural Specialist to provide interpreting, language instruction, coordination, reporting, and travel services for its Division of Developmental Disabilities. The contractor must hold a bachelor’s degree in ASL/Deaf Studies or related fields, demonstrate native‑level fluency in American Sign Language, and possess strong Deaf‑culture competency. Services include on‑site and remote visual‑gestural interpreting for deaf/Hard‑of‑hearing patients and staff, language‑instruction sessions, coordination of services across facilities, invoice monitoring, participation in mental‑health training, regular meetings with supervisors, detailed reporting, communication assessments, video‑based educational material support, and travel to rural Alabama sites. The proposal must be submitted in three physical copies (one original plus two copies) by 2 pm on August 3, 2026, with a mandatory Q&A deadline of July 13, 2026. Evaluation will consider experience (35 %), RFP responsiveness (15 %), expertise (35 %), and budget (15 %).
