The Navy is issuing a pre‑solicitation notice and draft RFP to add a new NSN (4810‑017423274) for the Fluid Pressure Regulating Valve (SBAR) to an existing five‑year Basic Ordering Agreement with Parker Hannifin. The effort will cover overhaul and upgrade of the SBAR valve on F‑18 aircraft, delivering both the base part and an upgraded configuration over FY 27‑29. The contract will be firm‑fixed‑price with three fiscal‑year options and will be awarded to a single source after a competitive evaluation of past performance and price. The award will require compliance with extensive quality, packaging, cyber‑security, and reporting regulations.
• Overhaul/repair of existing SBAR valve (PN 2770073‑114) and upgrade to new configuration (PN 2770073‑115).
• Quantities: 300 base‑part units plus 268 upgrade kits for each of FY 27, 28, 29 (total ≈ 1,104 units).
• Must be AS 9100‑certified, meet DPDP‑rated DPAS priority, and satisfy NIST SP 800‑171 CUI requirements.
• Contractor will handle packaging per MIL‑STD‑2073‑1, submit monthly status reports, and use WAWF for invoicing.
