Description

The U.S. Army Contracting Command – Detroit Arsenal is issuing an “on‑ramp” solicitation to establish Basic Ordering Agreements (BOAs) under the BOAST program for Class IX repair parts, kits, assemblies and consumables supporting Army equipment (excluding medical‑specific items). The BOA is a pre‑negotiated framework; it does not obligate funds or guarantee orders. Once a BOA is awarded, future task/ delivery orders will be competed using FAR Parts 12, 13 or 15 and will be bound by the terms of the BOA. The agreement is valid for up to five years, after which it may be extended or terminated. Contractors must be SAM‑registered, not debarred, and must accept all applicable clauses. All submissions are electronic via email to [email protected]; the closing date for the BOA application is 03 Apr 2031 5:00 PM EST. • Scope: Supply of Class IX parts (air, ground support, tactical vehicles, missiles, weapons, industrial materiel, aircraft engines, etc.). • Contract type: Basic Ordering Agreement (framework); future orders will be firm‑fixed‑price, LPTA or best‑value. • Period of performance: Up to 5 years from BOA execution (ending 03 Apr 2036). • Eligibility: Must be active in SAM, able to accept clauses, not debarred/suspended. • Submission: Email BOA package (max 10 MB) to [email protected]; no fax, hard‑copy, or hand‑carried submissions. • Contact: Nicholas Lang, Contract Specialist, (571) 588‑9166, [email protected]. • Award: No specific award date; BOA will be awarded after evaluation of qualifications. • Future work: Orders will be issued via SAM Special Notices; each order will have its own technical data, pricing, and delivery requirements.

Budget estimate

$5,000,000 – $50,000,000

Because the BOA itself does not guarantee any order volume, the actual revenue depends on how many task orders each BOA holder secures over the 5‑year term. Similar Army Class IX supply contracts have historically generated between a few million to tens of millions of dollars annually for qualified vendors. Assuming a modest capture of 5 % of the total Class IX spend (estimated at $500 M – $1 B over five years), a single BOA holder could expect $5 M – $50 M in total billings across the contract life. Factors influencing the budget include the number of orders received, the price competitiveness of the vendor’s catalog, and the specific subclasses (e.g., aircraft engines vs. ground‑support materiel) they are awarded.
