Description

The Department of Early Education and Care (EEC) is offering grants through the Early Education and Out of School Time (EEOST) Capital Fund to support the development of eligible facilities for use as licensed Large Group and School Age Child Care Programs. The grants will provide funding for projects that enhance the health and safety of children and staff, with a focus on serving low-income families. Eligible applicants include non-profit corporations and organizations with a controlling interest in a non-profit corporation. The grant awards will range from $200,000 to $499,999 per project, and the minimum total development cost per project must be at least $200,000. The application process involves submitting an electronic application, which will be reviewed by MassDevelopment and EEC. The grant closing process will differ depending on whether the grantee receives a waiver of the Land Use Restriction recording requirement and/or the Mortgage Lien requirement. Some key points to consider: • Eligible facilities must comply with M.G.L. c. 15D and all regulations and policies adopted thereunder. • Eligible projects must demonstrate a need for the project and a financial need for assistance in the form of a grant. • The development team must have a demonstrated ability to develop the project in all respects. • The grant funds may be used for consultant costs and other expenses associated with the design, renovation, repair, rehabilitation, construction, or deferred maintenance of eligible projects. • The grant term is at least 15 years for leased facilities, and the project must start construction by March 31, 2026. • The grantee must meet annual compliance and reporting requirements throughout the full grant term.
