Description

The Department of Public Safety is seeking to establish contracts with one or more companies to provide a Local Hazard Mitigation Plan (LHMP) drought template. The template should include a hazard profile and potential hazard mitigation actions, and support municipalities in reviewing data on past droughts, anticipating impacts of future drought conditions, and identifying adaptation actions. The selected vendor will work with Vermont Emergency Management to develop the template and pilot it with a small and impoverished community. The contract will be for a period of 1 year with an option to renew for up to two additional twelve-month periods. • The template should include a definition for drought, guidance on identifying and delineating the location of drought, and resources on how to identify the extent or magnitude of drought in Vermont. • The template should include a history of drought occurrence and impacts in Vermont, and provide a summary of drought history in Vermont as it pertains to adaptation planning. • The template should include guidance on how to identify assets that may be vulnerable to the impacts of drought and conditions that contribute to vulnerability. • The template should include case studies and new ideas on hazard mitigation actions to address reasonably anticipated asset vulnerabilities and consequences.
