Description

The City of Corona Utilities Department is seeking a qualified consulting firm to develop, assess, and implement a compliant Energy Control Procedures (ECP) / Lockout‑Tagout (LOTO) program for its Water Reclamation Facility 2 (WRF 2). The work includes a full equipment inventory, creation of machine‑specific lockout‑tagout procedures, verification testing, staff training, and a final Standard Operating Procedure for future program updates. The contract is a professional‑services engagement subject to prevailing‑wage laws, with an estimated fee between $150 k and $300 k and an anticipated performance period of roughly nine months starting January 2027. • Conduct on‑site assessment of ~260 pieces of equipment to identify hazardous energy sources. • Develop detailed, OSHA‑compliant ECP/LOTO procedures for each device, including arc‑flash analysis and lockout steps. • Provide training for authorized and affected employees, deliver documentation, and produce a master SOP for ongoing program maintenance. • Meet all City of Corona insurance, safety‑record, and DIR registration requirements; submit all required forms via PlanetBids.

Budget estimate

$150,000 – $300,000

The solicitation lists an estimated contract value of $150,000‑$300,000. Considering the scope (inventory of ~260 items, procedure development, training, and SOP delivery) and the need for specialized safety/engineering expertise, the city is likely to negotiate a fee near the middle of that range. A realistic expectation is $175k‑$250k for a qualified consultant. Factors influencing the final amount include the consultant’s hourly rates, the level of detail required for arc‑flash analyses, and any optional unit‑price items for additional equipment.
