The University of North Texas System (UNTS) is seeking a qualified firm to act as the financial entity for a public‑private partnership that will develop a new residence hall and Innovation Center on the University of North Texas campus in Denton, TX. The selected firm must have demonstrated experience structuring tax‑exempt (501 c 3) bond financing, coordinating ground‑lease arrangements, and providing ongoing financial management for a student‑housing project estimated to require $110‑$135 million in bond proceeds. The scope includes delivering a preliminary cash‑flow model, source‑and‑uses schedule, fee proposal, and long‑term asset‑management approach, working closely with the university and the developer (Core/Pinnacle). • Provide expertise in tax‑exempt bond issuance, underwriting, and related financial services (banking, mortgage, accounting, notes & loans). • Develop financial models (cash‑flow, DSCR ≥ 1.25) and a source‑and‑uses of funds schedule for the $110‑$135 M borrowing. • Assist in structuring the ground‑lease, credit‑enhancement mechanisms, and long‑term management plan for the residence hall/Innovation Center. • Submit a concise proposal (≤ 15 pages) detailing experience, team qualifications, comparable projects, and fee structure. • All communications must be routed through the listed UNTS contact; no pre‑qualification or mandatory site visits are required.
