The New Bourbon Regional Port Authority is seeking a qualified contractor to execute a suite of heavy‑civil improvements at the New Bourbon Port Harbor. The work includes site clearing, excavation, concrete paving for a new roadway and apron, installation of a Type‑2 rock blanket, storm‑sewer structures and piping, rip‑rap slope protection, construction of structural‑steel dolphin mooring structures, grade restoration, and final seeding/mulching. All labor, tools, equipment, and materials must comply with prevailing‑wage, DBE, and federal work‑authorization requirements, and the contractor must perform at least 30 % of the contract value with its own staff. No second‑tier subcontracting is permitted.
