Description

The City of Henderson is seeking a qualified consultant or consulting firm to conduct a comprehensive Safe Streets and Roads for All (SS4A) Supplemental Planning Study focused on pedestrian safety and ADA compliance. The effort will produce an ADA Transition Plan, a city‑wide Pedestrian Safety Study, road safety audits at high‑risk locations, a robust public‑engagement program, and a prioritized list of future safety improvement projects. The contract is a lump‑sum $680,000 personal services agreement funded by a federal grant, with a target delivery of final recommendations by February 1 2028. • Develop an ADA Transition Plan identifying accessibility barriers and recommending improvements. • Conduct a city‑wide pedestrian safety study (crash analysis, high‑risk corridor identification, recommendations). • Perform road safety audits at prioritized high‑crash sites. • Design and execute an extensive public‑engagement outreach campaign. • Produce a prioritized list of future transportation safety projects with cost estimates. • Provide planning‑level engineering documentation, mapping/LIDAR acquisition, and utility coordination. • Must be pre‑qualified with KYTC in multiple disciplines (planning, roadway design, geotechnical, environmental, etc.). • Deliverables due February 1 2028; contract award expected shortly after October 26 2026 notice to proceed.

Budget estimate

$600,000 – $750,000

The solicitation lists an “Approximate Fee” of $680,000 for the supplemental planning study (lump‑sum). Assuming the final contract will be close to this budget, a realistic earnings range for the winning consultant would be roughly $600,000 on the low end (allowing for modest scope adjustments) up to $750,000 on the high end (if additional optional services are retained). Factors influencing the final amount include the extent of optional sub‑services (e.g., detailed geotechnical or environmental analyses), the number of sub‑consultants engaged, and any cost‑share adjustments required by the federal grant.
