Description

The City of Rancho Cordova is seeking an experienced affordable‑housing developer to finance, design, construct, own, operate, and maintain a 210‑unit multifamily rental community on city‑owned land. The developer will secure a mix of public and private funding, obtain all permits and entitlements, deliver a high‑quality, sustainable design, and manage the property for the required affordability period. The City may convey the land or enter into a ground lease, and will provide limited financial assistance. Proposals are due October 30, 2026, with a selection process that includes evaluation, possible interviews, and final council approval by early December. • Minimum 210 affordable housing units serving extremely low‑, very low‑, and low‑income households • Full‑service development scope: financing, entitlement, design, construction, ownership, long‑term operation • Required sustainability features: energy efficiency, bicycle parking, EV charging where appropriate • Funding mix: competitive state, federal, regional, and private sources; limited city contribution • Evaluation criteria weighted across qualifications, concept/design, financial feasibility, schedule, and long‑term management • Submission via OpenGov portal; questions due Oct 14, 2026; award expected Dec 7, 2026

Budget estimate

$4,000,000 – $7,000,000

The RFP does not disclose a contract value. Based on typical costs for affordable multifamily development in California (~$250,000‑$300,000 per unit), a 210‑unit project would total roughly $52‑$63 million in construction costs. Developers typically target a 7‑10 % profit margin on such large public‑private projects, plus potential developer fees for financing and management. Consequently, the anticipated developer earnings (profit plus fees) could range from about $4 million on the low end to $7 million on the high end, depending on the final financing mix, land acquisition structure (conveyance vs. lease), and any city‑provided incentives.
