Description

The City of Palm Desert is seeking qualified residential developers to submit qualifications and preliminary concepts for the disposition and development of two vacant parcels (≈0.97 acres) adjacent to the Joslyn Center. The land is zoned Residential‑2 (R‑2) with a density allowance of 3‑10 units per acre. Proposers must outline a feasible residential product (single‑family, duplex, townhomes, multifamily, etc.), demonstrate relevant experience, and provide a realistic implementation strategy covering due diligence, entitlement, design, construction, and occupancy. Financial offers (purchase price, financing, earnest money) are prohibited at this stage; the City may request capacity information later. The process will identify up to three top developers for interviews and possible negotiations, but no award is guaranteed. • Location: 44215 San Pascual Ave., Palm Desert, CA (Assessor’s Parcel Nos. 627‑102‑025 & 627‑102‑017). • Site size: ~42,253 sq ft (0.97 acres). • Zoning: Residential‑2 (R‑2) with 3‑10 units/acre density. • Desired outcomes: Compatible residential development, optional affordable/workforce component, desert‑appropriate design, and long‑term stewardship. • Required deliverables: Qualifications, concept narrative, preliminary site planning, team experience, implementation approach, and schedule. • Timeline: RFP released Oct 1 2026; questions due Oct 12 2026; proposals due Nov 2 2026 (2 pm PT). • Evaluation criteria: Concept quality, neighborhood compatibility, housing benefits, completeness, and responsiveness.

Budget estimate

$200,000 – $1,500,000

The RFP does not disclose a fixed contract value. Payment to the developer will likely consist of a development fee or profit margin on the constructed units. Assuming the city permits 3‑10 units (average ~6 units) on 0.97 acre and each unit sells or rents at an average market value of $500,000, total project revenue could be roughly $3 million. Development fees for similar public‑land projects typically range from 5‑15 % of total construction cost, suggesting a developer budget between $150,000 and $450,000. If the city includes an affordable‑housing component or additional public‑benefit incentives, the fee could be higher. Therefore a reasonable estimate is $200,000 – $1,500,000, accounting for variability in unit mix, construction costs, and potential incentive payments.
