The Navy’s Naval Surface Warfare Center Indian Head Division seeks a 100 % small‑business‑set‑aside contractor to provide analytical, technical and management support for decontamination, demilitarization and demolition (D3) activities. The effort is a Cost‑Plus‑Fixed‑Fee, Level‑of‑Effort contract with a one‑year base period and four one‑year options (up to five years total). The work includes hazardous‑material analysis, UXO/EOD support, remediation planning, safety and quality‑assurance oversight, on‑site project management, and preparation of technical reports and standard operating procedures. Required labor totals 48,960 hours per year across nine key‑personnel categories, with additional Other Direct Costs (travel and supplies) capped at about $4.4 M over the five‑year span. The prime must hold an active Secret Facility Clearance, ensure all key personnel have Secret clearances, and meet CMMC Level 2 requirements.
