Description

The Oakland County Water Resources Commissioner's Office is seeking a professional engineering firm to conduct a feasibility study for dechlorination and disinfection alternatives at the George W. Kuhn Retention Treatment Basin. The study aims to evaluate actions necessary for the basin to achieve compliance with Michigan's Water Quality Based Effluent Limitation for Total Residual Chlorine. The selected consultant will be responsible for reviewing existing information, conducting research, and developing a computational fluid dynamics model to simulate existing hydraulics and mixing conditions. The consultant will also evaluate implementation of the State's Water Quality Based Effluent Limitation and provide a recommended alternative, project cost estimate, and schedule for implementation. Key aspects of the project include: • Review of existing facilities and infrastructure • Evaluation of dechlorination and disinfection alternatives • Development of a computational fluid dynamics model • Assessment of implementation of the State's Water Quality Based Effluent Limitation • Recommendation of a preferred alternative and project cost estimate The project requires a thorough understanding of water quality standards, NPDES permitting, and engineering services related to sewer and district development.

Budget estimate

$200,000 – $500,000

Given the complexity and scope of the project, including the requirement for a feasibility study, computational fluid dynamics modeling, and evaluation of implementation of water quality standards, the estimated budget for this project could range widely. However, considering the average costs for similar engineering studies and the specific requirements outlined, a reasonable estimate might be between $200,000 and $500,000. This range accounts for the potential hours and expertise required across various tasks, from initial review and research to final reporting and recommendations. Factors influencing this estimate include the consultant's experience, the complexity of the alternatives to be evaluated, and the extent of stakeholder engagement required.
