Multnomah County’s Homeless Services Department is seeking a technical‑assistance provider to plan, execute, and report on the annual Point‑in‑Time (PIT) Count for 2027. The contractor will manage the full project lifecycle—project planning, community engagement, data‑collection logistics, survey‑tool implementation, data cleaning, analysis, and public‑communications support—working closely with county staff, partner agencies, and volunteers. The effort includes coordinating with neighboring counties, handling sensitive HMIS and domestic‑violence data, and delivering HUD‑required tables as well as local reporting. The budget ceiling is $120,000 and the contract term will be negotiated, expected to run roughly one year.
• Provide end‑to‑end project management (timeline, milestones, stakeholder coordination).
• Conduct community outreach, recruit and train enumerators, and manage survey‑tool procurement and incentive kits.
• Perform data entry, de‑duplication, analysis, produce HUD tables, and prepare narrative and press‑release materials.
• Ensure compliance with data‑sharing agreements, equity and cultural‑responsiveness requirements, and county reporting standards.
