The Children's Hospitals Graduate Medical Education (CHGME) Payment Program provides funding to freestanding children's hospitals to support the training of pediatric and other residents in graduate medical education (GME) programs. The program aims to compensate for the disparity in federal GME funding between freestanding children's teaching hospitals and other types of teaching hospitals. The program supports the three-pronged missions of freestanding children's teaching hospitals: to educate and train future pediatricians, pediatric sub-specialists, and other non-pediatric residents; to provide care for vulnerable and underserved children; and to conduct innovative and valuable pediatric research.
• The program is authorized by 42 U.S.C. § 256e and is administered by the Bureau of Health Workforce (BHW), Health Resources and Services Administration (HRSA), U.S. Department of Health and Human Services (HHS).
• The program provides formula awards to eligible hospitals, with the amount of funding determined by a formula established in accordance with 42 U.S.C. § 256e.
• Eligible applicants include freestanding children's hospitals whose inpatients are predominantly under 18 years of age, who participate in an approved GME program, and who have a Medicare payment agreement.
• The program requires two submissions during the federal fiscal year: an initial application to determine interim payments and a reconciliation application to finalize the number of full-time equivalent (FTE) resident counts and determine final payments.
