The USDA’s Food and Nutrition Administration (FNA) is seeking applications for the Healthy Fluid Milk Incentives (HFMI) Cooperative Agreement Project for Fiscal Year (FY) 2026. The goal of this project is to increase the purchase and consumption of fluid milk among low-income consumers participating in the Supplemental Nutrition Assistance Program (SNAP) by providing incentives at the point of purchase. Key objectives include:
* Increase the purchase and consumption of qualifying fluid milk by SNAP households by providing a financial incentive at the point of purchase.
* Partner with selected SNAP-authorized retailer(s) to operate the point of purchase incentive solution.
* Communicate and promote HFMI incentive availability and information to SNAP households.
* Provide training and technical support to participating SNAP-authorized retailers in administering the incentives.
* Facilitate participation in the HFMI evaluation through data collection and sharing.
* Provide education on the nutritional value of cow’s milk.
The project will provide incentives for the purchase of fluid milk at the point of purchase, and applicants must propose one of two models: Automatic Discount or EBT Integration. The project will also require partnerships with SNAP-authorized retailers and the development of an incentive delivery mechanism.
