Consulting Services for a Solid Waste Rate Study

The City of Folsom is seeking a qualified consulting firm to conduct a comprehensive solid‑waste rate study. The study must analyze historic and projected revenues, expenses, reserve policies, vehicle replacement, cost‑of‑service, nexus impacts of organic‑waste mandates, and develop a five‑year rate schedule for residential and commercial waste services. Deliverables include a detailed financial model (Excel), a draft and final report, public‑meeting support, and assistance with the Utility Assistance Program.
