NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS FOR TIERED PROJECTS AND PROGRAMS

The City of Moline is providing notice of its intent to request the release of Community Development Block Grant (CDBG) funds for various projects and programs. The projects include the Community Housing Services (CHS) Program, the Structural Neighborhood Abatement Program (SNAP), and the Neighborhood Infrastructure Projects (NIP). These projects aim to improve housing stability, neighborhood safety, and infrastructure within eligible low- and moderate-income areas of the City of Moline. The City will undertake environmental reviews for each project, including Tier 1 and Tier 2 reviews, to ensure compliance with applicable laws and regulations. • The CHS Program provides financial assistance to income-qualified owner-occupied households for housing rehabilitation and critical repair activities. • The SNAP supports the demolition and removal of dilapidated and unsafe accessory structures in eligible low- and moderate-income census tracts. • The NIP involves the installation, replacement, and extension of public infrastructure within eligible low- and moderate-income areas. • The City will consider public comments on the Environmental Review Record (ERR) before authorizing the submission of a request for release of funds.
