PACE Conditioning System Notice of Intent to Sole source

The Defense Health Agency Contracting Activity (DHCA) intends to negotiate a sole source contract with Med Associates Inc. for the replacement of components of the PACE Lab's Conditioning System. The system is used by the Walter Reed Army Institute of Research (WRAIR), Center for Military Psychiatry and Neuroscience (CMPN) to study stress effects and drug effects on behavioral performance. The required components include the Med-PC VI software suite, Video Fear Conditioning software, camera bundles, and other associated hardware. • The PACE Lab has used the Med Associates Inc. Conditioning System for over 10 years, compiling large data sets across many studies. • The system is proprietary to Med Associates Inc., making them the sole supplier. • The contract aims to update and replace components of the existing system to ensure continued validity of data collection and analysis.
