Town of Manchester – Requests for Proposals- Preliminary Engineering Report for PFAS Mitigation.

The Town of Manchester is soliciting proposals for engineering services to provide a Preliminary Engineering Report for consolidation to blend and PFAS mitigation treatment of nine (9) ground water wells located in the North section of Town. The scope of work includes site visits, review of available information, preliminary design, draft and final report, cost estimate, and funding application assistance. The selected firm will be required to provide a cost estimate based on each recommendation in the final report and MDE/Town final comments. The project duration is expected to be 12 weeks. Key considerations for the proposal include the firm's experience with similar projects, the qualifications of the proposed project team, and the firm's ability to meet the project schedule. Some of the key points to consider are: • The Town is currently in the design phase of a similar PFAS mitigation project in the South section of Town. • The levels of PFAS at the well stations are either at the trigger (2 PPT) or above the MCL (4 PPT). • The firm will be required to evaluate proven technologies for the removal of PFAS from the affected wells. • The firm will be required to provide a site plan with proposed pipeline alignment to connect the wells to the new treatment facility. • The firm will be required to address all final comments (MDE/Town) and provide a final report.
