Description

The U.S. Department of State, Bureau of Global Acquisitions is conducting market research to identify qualified companies that can provide Multi-Factor Authentication (MFA) solutions. The goal is to identify MFA and One-Time Password (OTP) generation technologies that meet or exceed mission needs. The desired outcomes include solutions that demonstrate the ability to generate OTPs on separate networks, support additional backup MFA authentication options, and integrate with Active Directory, LDAP, Windows, and Linux. The solutions should also provide intuitive interfaces, centralized management consoles, and comply with federal security requirements. • The solution should be able to generate OTPs on an internet-connected computer and use them to login/unlock a user on a separate non-internet connected "air-gapped" network computer. • The solution should support additional backup MFA authentication options, such as hardware tokens and smartcards. • The solution should be compatible with Active Directory, LDAP, Windows, and Linux. • The solution should provide an intuitive interface for end-users and a centralized management console for administrators. • The solution should comply with federal security requirements, including NIST 800-63 and FIPS 140-2/3.

Budget estimate

$500,000 – $5,000,000

The budget for this opportunity is difficult to estimate, as it is a Request for Information and not a solicitation for a contract. However, based on the complexity of the Multi-Factor Authentication solution required, the budget could be substantial. The cost of developing and implementing such a solution could range from $500,000 to $5 million, depending on the scope of the project and the number of users. The budget could also be influenced by the level of security required, the number of networks and systems that need to be integrated, and the level of customization needed.
