26-D-00017 Howard F. Curren Advanced Wastewater Treatment Plant (SCADA)

The City of Tampa Wastewater Department is seeking professional engineering services to migrate the Howard F. Curren Advanced Wastewater Treatment Plant (AWTP) Supervisory Control and Data Acquisition (SCADA) system from HSQ software to VTScada software. The project also includes designing the replacement of the treatment plant's fiber optic cable network. The goal is to improve efficiency, monitoring, control, and security of the HFC AWTP processes by implementing a unified and updated SCADA system. • The project requires firms to submit a single electronic file in searchable PDF format, including a completed RFQ Transmittal Memorandum, a Letter of Interest, and a Statement of Qualifications. • The evaluation criteria include Successful Comparable Project Experience, Qualifications, Workload and Availability, Past Performance/Low amount of City Work, Standard Form SF330, "Ban-The-Box", and Planned SLBE Solicitation & Utilization. • A non-mandatory pre-submission conference will be conducted on March 2, 2026, at 2 PM in the City Council Chambers.
