Description

The National Oceanic and Atmospheric Administration (NOAA) is seeking a contractor to replace the existing pipelines under the float platform at the North West Fisheries Science Center in Port Orchard, Washington. The contractor will be responsible for providing all labor, equipment, and materials necessary for the replacement of the pipelines. The period of performance shall start within 14 days of contract award and shall be completed by April 17, 2026. The contractor must provide a detailed technical approach write-up describing how they plan to perform the tasks listed in the attached Statement of Work. The Government intends to award a single firm fixed-price purchase order on an all or none basis with payment terms of Net 30. Key points to consider: • The contractor must have an active registration in the System for Award Management (SAM) to provide a quote and be eligible for award. • The contractor must provide all evaluation criteria in accordance with RFO 52.212-2. • The Government will evaluate the quotes based on price and non-price technical solution, with the non-price technical solution being significantly more important than price. • A site visit is highly recommended but not required. • The contractor must be registered in FedConnect and have access to the FedConnect website.

Budget estimate

$500,000 – $2,000,000

The budget for this opportunity is likely to be in the range of $500,000 to $2 million, considering the scope of work involves replacing existing pipelines under a float platform. The factors influencing this estimate include the complexity of the project, the materials and equipment required, and the labor costs. The Government intends to award a single firm fixed-price purchase order, which suggests that the budget will be a lump sum. However, without more detailed information on the specific requirements and the contractor's pricing, this estimate is subject to variation.
