TA Contractor to Write Specs for RFP MIS M&O

The South Carolina Department of Public Health seeks a qualified consultant to fully document its current Women, Infants, and Children (WIC) Management Information System (MIS), craft a detailed scope of work for an upcoming RFP focused on MIS maintenance and operations, and act as a Subject Matter Expert (SME) throughout the procurement process. This effort is intended to enable a competitive, well‑defined solicitation for ongoing MIS support services. • Produce comprehensive documentation of the existing WIC MIS, including system architecture, data flows, and functional specifications. • Develop a clear, detailed Statement of Work (SOW) and accompanying RFP specifications for MIS maintenance and operations services. • Serve as an SME during the RFP evaluation, answering technical questions and assisting the agency in selecting a qualified vendor.
