The US Air Force is soliciting feedback from the construction community regarding the potential use of project labor agreements (PLAs) for four large-scale construction and one large-scale demolition project on Eielson AFB. The projects are expected to be executed via the design/bid/build process, with a general period of performance of approximately 12-36 months for each project. The Government is seeking information from both unionized and non-unionized contractors, as well as contractors familiar with the federal marketplace, to determine if the use of PLAs will advance the Federal Government's interest in achieving economy and efficiency in Federal procurement.
• The projects are expected to be large-scale, with each project potentially exceeding $35 million.
• The Government is seeking feedback on the use of PLAs for these projects.
• The information collected will be used to determine if the use of PLAs will promote adequate competition at a fair and reasonable price.
• The construction community is invited to comment on the use of PLAs for these projects.
