SD8539 Manse Street Channel Rehabilitation Project

The City of Columbia is seeking qualified contractors for stream stabilization and infrastructure improvements along an unnamed tributary of Smith Branch in the Manse Street and Colonial Drive area. The project involves installing an extension of approximately 100 ft of 48” and 60” RCP pipe culvert and the removal and replacement of sections of modular block stream wall. The project aims to address ongoing channel instability, mitigate erosion, and improve long-term stormwater conveyance and structural integrity within this residential corridor. Key requirements include: • Licenses and certifications: Bidders must provide a copy of their South Carolina General Contractors License and have the required classification for the scope of work. • Period of performance: The project must be substantially completed within 180 consecutive calendar days from the date of commencement, and fully completed within an additional 60 consecutive calendar days. • Bonding and liquidated damages: Bidders must provide a bid bond, and the successful contractor must furnish a performance and payment bond. • Special standards of responsibility: Not applicable. The City of Columbia encourages Local Business Enterprise (LBE), Small, Women-Owned, Minority, Veteran, or Disadvantaged or Historically Underutilized Business participation. • Experience, qualifications, and technical competence: Bidders must provide evidence of their ability to perform the work, including a point of contact for administration of the contract. • Past performance of similar projects: Bidders must provide at least three references for similar work of scope and size within the past five years. • Bid pricing: Bids must be complete, balanced, and comply with the bid requirements. • Financial stability: Bidders must confirm proof of financial responsibility upon request by the City.
