Vineyard Surface Water Treatment Plant -Sludge Removal

The Sacramento County Water Agency (SCWA) is seeking a qualified and experienced waste hauler to provide comprehensive sludge removal and waste collection services at the Vineyard Surface Water Treatment Plant (VSWTP). The successful bidder will be responsible for the safe, efficient, and compliant removal, transportation, and disposal of sludge generated from surface water treatment processes at VSWTP. The scope of services includes scheduled sludge removal, as-needed pickups, related documentation and manifesting, regulatory-compliant disposal, and timely reporting. The contract term is expected to begin on September 21, 2026, and continue through September 20, 2027, with the option to renew annually for up to four additional one-year terms. Some key responsibilities of the contractor include: • Providing and maintaining four 15-yard roll-off dumpsters on site at all times • Performing scheduled and as-needed pickups to prevent accumulation, overflow risks, or operational disruptions • Transporting sludge to a permitted disposal facility appropriate for water treatment sludge • Maintaining complete and accurate hauling manifests, disposal facility receipts, weight tickets, and any required regulatory documentation • Complying with all applicable federal, state, and local laws, regulations, permits, and disposal facility rules
