Description

The Alaska Department of Commerce, Community, and Economic Development (DCRA) seeks a qualified Implementation Contractor to manage and execute the 2022 Typhoon Merbok Homeowner Recovery Program under its Community Development Block Grant – Disaster Recovery (CDBG‑DR) allocation. The contractor will provide comprehensive program management, staff augmentation, grant compliance, environmental review, construction oversight, communications, and administrative support across multiple Most Impacted and Distressed (MID) regions, including the Bering Strait, Lower Yukon, Kashunamiut, Lower Kuskokwim, and the Pribilof Islands. The effort includes designing the homeowner recovery program, handling applicant intake and case management, and delivering construction services (inspections, scopes of work, rehabilitation/reconstruction oversight) either directly or via subcontractors. An estimated $1.2 M budget supports the work, which must be completed by December 31 2029. A pre‑proposal teleconference is scheduled for September 23 2026; proposals are due by October 12 2026. • Program management and staff augmentation for a multi‑year disaster recovery effort • Design and implementation of homeowner recovery program in HUD‑designated MID areas • Applicant intake, case management, and coordination with a future legal services program • Construction program delivery: inspections, scope development, oversight of rehab/reconstruction • Environmental review and compliance monitoring • Communications, reporting, and administrative support • Budget: $1,200,000; Schedule: completion by 12/31/2029

Budget estimate

$900,000 – $1,200,000

The RFP states an anticipated budget of $1,200,000 for the contract. Assuming typical overhead and profit margins for a professional services firm (10‑20 %), the net budget to the contractor could range from roughly $900,000 to the full budgeted $1,200,000. The lower bound reflects a conservative estimate after accounting for subcontractor costs and contingencies; the upper bound assumes the contractor captures most of the budget with minimal subcontracting.
