Description

The California Department of Water Resources (DWR) is offering grant funding through the Dam Safety and Climate Resilience Local Assistance (DSCR) Program to repair, retrofit, or rehabilitate state‑jurisdictional dams that have a hazard classification of Significant, High, or Extremely High and are in need of remediation. Eligible applicants include nonprofit organizations, public agencies, and tribal governments that own or operate dams in California and meet DWR compliance requirements. Up to 50 % local cost‑share may be waived for projects that present extreme financial hardship and pose an unacceptable public safety risk. The program provides $228.2 million in total funding, with a 2‑year performance period for each award. • Eligible dams: California State Jurisdictional dams with “Significant,” “High,” or “Extremely High” downstream hazard classification. • Eligible applicants: Nonprofits, public agencies, tribal governments that are dam owners or operators. • Funding: Up to 50 % matching required (may be reduced to 0 % in hardship cases). Total available $228.2 M; number of awards dependent. • Project scope: Repairs, rehabilitation, enhancements, or other safety‑related improvements to restore storage capacity and reduce downstream risk. • Location: Projects must be located in California. • Period of performance: 2 years from award. • Application: No letter of intent required; guidelines must be reviewed.

Budget estimate

$2,000,000 – $10,000,000

The program’s total funding is $228.2 million, but the exact number of awards is listed as “Dependent.” Assuming a typical range of 20–100 awards for a statewide infrastructure grant, the average award could fall between $2 million and $10 million. Larger, complex dam retrofits may approach the higher end, while smaller rehabilitation projects could be nearer the lower end. Therefore, a reasonable estimate for a single award is $2 M – $10 M, depending on project scope, dam size, and matching‑fund contributions.
