Waveform Governance

The Air Force Life Cycle Management Center (AFLCMC) is seeking information on contractor capability to conduct a comprehensive trade study for waveform governance. The study aims to evaluate current policies and support future capabilities in radios, multi-function processors, and aerial network development. The selected partner will be required to execute a DoW-wide study, including historical case studies, governance evaluation, AI/ML integration, and lifecycle controls. The Government is requesting capability statements and a rough order of magnitude cost and timeline for the execution of this trade study. • The trade study should assess the governance structures used to develop related products and services. • The study should evaluate how current and proposed governance structures support the rapid fielding and continuous updating of AI/ML algorithms. • The study should recommend an optimal governance model for waveforms, radio, MFP, and other aerial network development capabilities. • The study should identify at which point in the development cycle controls should be in place. • The study should evaluate and determine how to ensure future Program Objective Memorandum submissions adhere to desired controls while maintaining strict compliance with the May 1, 2026, Secretary of War Cost Assessment and Program Evaluation (CAPE) Memorandum.
