Description
The Maryland Office of People's Counsel is seeking subject matter experts to support its work in the annual review of reliability filings for Maryland's electric utilities. The selected experts will be required to maintain confidentiality due to the pending litigation related to this solicitation. The proposal submission deadline is April 20, 2026, and proposals will be evaluated based on technical expertise, quality of issue or policy identification, and price.
• The contract will require the selected experts to review reliability filings and provide support to the Office of People's Counsel.
• The experts will be required to sign certain state of Maryland affidavits regarding campaign contributions, drug policy, payment of taxes, debarment, discrimination, etc.
• The business must be registered with the Maryland State Department of Assessments and Taxation as a business licensed to conduct business in Maryland.
• The Office of People's Counsel reserves the right to cancel the RFP, accept or reject any and all proposals, and conduct discussions with all qualified or potentially qualified offerors.
