Description

The Resource Conservation District of Tehama County is seeking sealed bids from qualified contractors to restore a 4.2-acre agricultural pond on Stinking Creek that was significantly impacted by the 2021 McFarland Fire. The work includes removing up to 80,000 cubic yards of sediment from the pond and disposing of the material within a designated on-site area, constructing a temporary haul road, installing and removing a temporary cross culvert, compacting and grading the disposal area, constructing a low flow rock channel within the disposal area, and regrading pond and stream banks. The project is funded through a grant partnership with the California Association of Resource Conservation Districts. Key aspects of the project include: • Removing sediment from the pond and disposing of it on-site • Constructing a temporary haul road and installing a temporary cross culvert • Compacting and grading the disposal area • Constructing a low flow rock channel within the disposal area • Regrading pond and stream banks • Compliance with environmental permits and regulations, including the California Construction General Permit and the Stormwater Pollution Prevention Plan • Implementation of best management practices (BMPs) to minimize environmental impacts • Coordination with the Qualified Stormwater Practitioner (QSP) and the Qualified SWPPP Developer (QSD)

Budget estimate

$400,000 – $600,000

The available budget for the project is $484,400, and the contractor will be paid based on a unit price per cubic yard of sediment removed. The exact budget amount will depend on the number of cubic yards of sediment removed and the unit price bid by the contractor. Given the project's scope and the available budget, a reasonable estimate for the budget amount could be between $400,000 and $600,000, assuming the contractor can remove a significant portion of the 80,000 cubic yards of sediment within the available budget. Factors that may influence the likely payment range include the complexity of the project, the availability of qualified contractors, and the level of competition for the contract.
