Description
The City of Newton is requesting sealed bids for improvements to the James H. Easom Field Airport. The project involves airfield asphalt surface treatment and marking. The contract time for the base bid is 14 calendar days, and liquidated damages of $500.00 will be assessed for each calendar day thereafter. A pre-bid conference is planned for May 5, 2026, at 2:00 PM. Bidders must be qualified under Mississippi Law and show a current Certificate of Responsibility issued by the Mississippi Board of Public Contractors.
• The project is subject to the requirements of the Davis-Bacon Act and 49 CFR Part 26 Disadvantaged Business Enterprise Participation.
• The owner has established a contract goal of zero percent participation for small business concerns owned and controlled by qualified disadvantaged business enterprises.
• The award of contract is subject to various federal provisions, including Executive Order 11246 and DOL Regulation 41 CFR Part 60.
• Bidders must submit their bids on the standard form of bid proposal and include a bid bond in the amount of 5% of the bid.
