Recycled Asphalt Pavement (Cold) Using Highfloat Emulsions

Jefferson County is seeking a qualified contractor to provide cold‑in‑place recycling of existing asphalt pavements using high‑float rejuvenating emulsions. The work can be performed under two delivery options – central‑plant mixing or full in‑place recycling – and must include grinding, mixing, placement, and compaction of the recycled mix, as well as full laboratory testing and certification of materials and finished product. The contract is an indefinite‑quantity, requirements‑type agreement with a base term of two years (May 1 2026 – April 30 2028) and up to three one‑year extensions, for a maximum of five years. Bidders must be listed on the NYS DoT “Cold In‑Place Asphalt Concrete Recycling” list, possess a permanent plant, and demonstrate recent experience delivering at least 35,000 sq yd of cold‑recycling work.
