Description

The Port of Richmond is seeking a licensed Fire Protection Contractor (C‑16) to perform annual fire‑flow testing, pressure measurements, and NFPA‑291 marking of all fire hydrants at the Point Potrero Marine Terminal for three consecutive years (2026‑2028). The contractor must submit electronic bids, complete testing within 15 working days of a notice to proceed each year, provide de‑chlorination of released water, and deliver a PDF report of results. The work is highly technical, requires compliance with NFPA standards, and must be coordinated with port operations and tenants. • Must hold a California Fire Protection Contractor (C‑16) license. • Test static pressure, residual pressure, and flow rate on every listed hydrant and mark according to NFPA 291. • Complete all field work within a 15‑day window each year and submit a PDF report. • Contract runs for three years with separate pricing for each year; no set budget is disclosed.

Budget estimate

$20,000 – $40,000

The RFB does not disclose a contract value. Assuming roughly 40‑45 hydrants (as shown in Attachment A) and a testing/marking cost of $200‑$300 per hydrant per year, annual revenue would be about $8,000‑$13,500. Over the three‑year term the total could range from $24,000 to $40,500, plus any additional fees for reporting or de‑chlorination. Therefore a reasonable estimate is $20k‑$40k for the entire contract.
