Notice of Intent to Sole Source Wirebond Pull Tester

The National Institute of Standards and Technology (NIST) is seeking to purchase a Wirebond Pull Tester with a tweezer attachment. The tester should be a new West Bond 70PTE Wire Pull Tester, "E" Series, with A-1 Tweezer Feature, and have specific specifications such as a binocular microscope with 10x eyepieces, LED Illuminator, and a test force range of 100g minimum. The contractor shall provide a one-year warranty on all parts and supply the installation and user manual(s), including utility requirements. The scope of work includes providing a new unit, installing and testing the unit, and supplying the necessary documentation. • The unit should have a binocular microscope with 10x eyepieces. • The unit should have an LED Illuminator: Twin Array. • The unit should have a z Tool Range: at least 9/16". • The unit should have a z Encoder Resolution: 0.002". • The unit should have a test force range of 100g minimum. • The unit should have a test range of at least 1/8" depth with 360⁰ rotation. • The unit should have a force resolution of 0.1g or better. • The unit should have a force accuracy of +/– 0.2g or better. • The unit should have ESD Protection: yes. • The unit should have a (x, y, z) micromanipulator of pull hook and swap-in tweezer attachment: single-lever, dual-counter counterbalanced with 8:1 motion-reduction ratio.
