Description

The City of Troy is seeking a qualified contractor to execute a comprehensive downtown streetscape renewal, encompassing sidewalk and curb reconstruction, water‑main replacement, roundabout conversion, lighting upgrades, landscaping, and plaza renovation across Main and Market Streets and adjacent quadrants. The work will be performed under Ohio prevailing‑wage rules, with required performance and payment bonds, and includes several optional alternates for drainage and landscaping. • Reconstruct sidewalks, curbs, and install curb bump‑outs on Main St. (Cherry St.–Mulberry St.) and Market St. (Franklin St.–Water St.). • Convert the existing circle to a single‑lane roundabout with a mountable truck apron and right‑turn slip lanes. • Replace water mains (12‑, 8‑, 6‑, and 4‑in. diam.) and associated services, including fire‑hydrant upgrades. • Upgrade streetscape lighting, install new bollards (deep‑ and shallow‑foundation types), and renovate Prouty Plaza with new furnishings and planting. • Provide detailed Maintenance‑of‑Traffic (MOT) plans, adhere to OSHA/ADA standards, and furnish required bonds, insurance, and prevailing‑wage compliance.

Budget estimate

$9,000,000 – $13,000,000

The engineer’s estimate for the base scope is $11.15 million. Assuming typical municipal bid margins (5‑10 %) and potential cost‑plus adjustments for alternates, the awarded contract is likely to fall between roughly $9 million (if aggressive cost control) and $13 million (if full scope plus alternates and change orders). This range reflects the extensive civil, utility, and landscaping work, required bonds, insurance, and prevailing‑wage labor.
