ARBITRAGE SERVICES (REBID)

EPWater – Public Service Board is seeking a qualified consulting firm to provide arbitrage rebate compliance services for its tax‑exempt bond and commercial‑paper obligations for Fiscal Year 2027. The contractor will: • Request and review all relevant bond, investment, and repayment data from EPWater. • Calculate arbitrage rebate amounts, allowable yield limits, and any spend‑down penalties in accordance with IRC §148 and Treasury regulations. • Prepare IRS‑required forms, annual reports, and supporting documentation in searchable PDF and Excel formats. • Offer a legal opinion on the calculations when requested and assist EPWater during any IRS inquiries. • Monitor regulatory changes, provide training to EPWater staff, and maintain records as EPWater’s property. The contract is expected to run for approximately one year, with a fixed annual fee per issue and possible price escalation up to 25 % after the first 12 months. Proposals must include detailed technical approach, experience, qualifications, fee schedule, and required certifications (W‑9, Texas Ethics Form 1295, Conflict‑of‑Interest questionnaire, etc.). Evaluation will be based on cost (25 %), experience (30 %), technical approach (30 %), and references (15 %).
