Consultant Services for the Residential Accessibility Modification Program (RAMP)

The City of West Sacramento is seeking a consultant to provide services for the Residential Accessibility Modification Program (RAMP). The program aims to assist eligible residents in modifying their homes to improve accessibility. The consultant will be responsible for managing program operations, marketing the program, verifying applicant eligibility, coordinating construction and contractor services, tracking project budgets, and ensuring compliance with relevant regulations. The scope of work includes program administration, applicant intake and eligibility verification, construction and contractor coordination, financial management, compliance and reporting, and customer service. • Program administration: managing program operations, developing and maintaining program forms and procedures, and providing regular reporting to City staff. • Applicant intake and eligibility verification: marketing the program, coordinating with other City staff, managing the waiting list, and verifying household income and property ownership. • Construction and contractor coordination: preparing scope of work for each approved project, obtaining contractor bids, reviewing bids, and monitoring construction progress. • Financial management: tracking project budgets, managing grant disbursements, and providing financial and performance reports. • Compliance and reporting: ensuring compliance with relevant regulations, maintaining documentation, and submitting quarterly and annual performance reports. • Customer service: serving as the primary point of contact for applicants and providing ongoing communication and assistance throughout the modification process.
