Support to Training & Adversary Replication (STAR)

The United States Space Force is seeking information from potential contractors to provide non-personal services through subject matter experts in areas such as SATCOM, EA, GPS EA, Offensive Cyber Operations, intelligence product generation, and OW. The contract will include support to mission planning, system support, development, testing, maintenance, education, training of Space Aggressors, and other related tasks. The contractor will be required to provide personnel with Top Secret facility clearance and SCI eligibility, and to develop and manage a repository of tools, exploits, and malware emulating adversary tactics, techniques, and procedures. • The contract will have a one-year base period plus three option periods, for a total of four years. • The contractor will be required to provide support to up to 100 TDY days per year. • The Government will have unlimited rights to data for all deliverables, and all products developed under the contract will be Government property. • The contractor will be required to develop, update, and manage a repository of tools, exploits, and malware emulating adversary tactics, techniques, and procedures.
