Description

The Texas Education Service Center Region 13, on behalf of the Technology Alliance for Statewide Initiatives, seeks a vendor to deliver a configurable, cloud‑based phishing simulation and cybersecurity awareness training platform for K‑12 schools and other educational entities across the state. The solution must support self‑paced and instructor‑led delivery, role‑based learning, AI awareness modules, risk assessments, analytics, and reporting, and must be certified under TX‑RAMP Level 2 (preferred) or FedRAMP. Pricing is capped at $2.50 per license per year for the first tier, with firm pricing for the initial two‑year term and limited annual increases thereafter. The contract runs September 1 2027 – August 31 2028 with optional extensions. • Provide a cloud‑based platform with phishing simulation, customizable templates, and automated remediation assignments. • Deliver comprehensive cybersecurity and AI awareness training content, including role‑based pathways and certification prep. • Offer analytics, dashboards, and reporting tools for administrators. • Include implementation, onboarding, ongoing technical support, and a dedicated account representative. • Meet security certifications (TX‑RAMP Level 2 preferred, FedRAMP, SOC 2, ISO 27001). • License pricing capped at $2.50 per user per year for up to 149,999 users; tiered pricing for larger volumes. • Contract term: 1 year with up to three one‑year extensions and possible month‑to‑month extension. • Mandatory certifications: at least one DIR‑certified AI awareness module and one Texas Cyber Command‑certified cybersecurity module. • Must allow statewide distribution at no cost to schools and support unlimited student access via platform accounts or SCORM export.

Budget estimate

$500,000 – $800,000

The RFP caps the license fee at $2.50 per user per year for the first tier (1‑149,999 licenses). Assuming a mid‑range statewide adoption of 200,000 licenses (spanning multiple tiers) and an average price of roughly $2.30 per license (reflecting tier discounts), annual revenue would be about $460,000. Including implementation, onboarding, and support services—typically billed as a one‑time fee of $100‑$200 k—the total contract value for the initial year could range from $500,000 to $800,000. Extensions could add similar amounts in subsequent years, but the estimate focuses on the first contract year.
