Notice of Intent to Sole Source: Airfield Lighting Control and Monitoring System (ALCMS) Upgrade

The US Air Force is intending to sole source a contract for the upgrade of the Airfield Lighting Control and Monitoring System (ALCMS) at Fairchild Air Force Base. The contractor will be required to furnish all personnel, equipment, facilities, supplies, services, and materials needed for the system's hardware installation, software updates, and operational commissioning. The system needs to be upgraded to modernize its components and enhance its cyber-security posture to align with current Department of Defense (DOD) and US Air Force (USAF) standards. The contractor must comply with relevant sections of DAFGM 2024-32-01 and FAA AC150/5345-56 specifications. • The contractor will provide secure, energy-efficient industrial computers, managed network switches, and ACE3 units. • The contractor must service and modify the existing system's hardware and software to conform with FAA specifications. • The contractor must be the original manufacturer of the L-890 ALCMS, which is ADB SAFEGATE. • The contractor must comply with USAF Cyber defined criteria and ensure that any changes do not corrupt the functionality of the system.
