Description

The New York State Education Department (NYSED) seeks a single contractor to operate a statewide Technical and Education Assistance Center for Homeless Students (NY S‑TEACHS). The contractor will provide technical assistance, professional development, data‑monitoring, outreach, hotline operation, printed and digital materials, and conduct conferences, regional trainings, and webinars to support homeless and unaccompanied youth across all NYS districts. The effort includes a robust staffing plan (Project Director plus at least five professional staff), extensive travel to NYC and Albany, and strict M/WBE participation goals (30 % overall, 17 % MBE, 13 % WBE). Bids must be submitted electronically by March 19 2026 and will be evaluated on technical (70 pts) and cost (30 pts) criteria. • Deliver statewide technical assistance, PD, and hotline services for homeless students. • Produce and distribute ~80,000 multilingual printed materials annually and maintain a public website. • Conduct two annual conferences, 18 regional trainings, 14 webinars, and additional on‑demand sessions each year. • Meet M/WBE subcontracting limits (≤30 % of budget) and submit quarterly activity and financial reports throughout the 5‑year contract term (July 1 2026 – June 30 2031).

Budget estimate

$5,000,000 – $15,000,000

The solicitation does not disclose a total contract value, but a statewide five‑year technical assistance program with staffing (≈6 FTE), extensive training, printed material production, and hotline operations typically runs in the multi‑million‑dollar range. Comparable NYS education‑service contracts range from $5 M to $15 M over five years, depending on staffing levels, travel, and material production costs. Therefore a reasonable ballpark estimate for the total award is $5‑15 million, which translates to an annual spend of roughly $1‑3 million.
