Request for Information (RFI) for Subsistence Prime Vendor (SPV) Support for Southern Europe/Navy Ships

The DLA Troop Support's Outside the Continental United States (OCONUS) Subsistence Prime Vendor (SPV) Program is seeking information from potential vendors regarding their ability to provide full-service food support to military and authorized land customers in Southern Europe, as well as to authorized Navy ship customers in Northern/Southern Europe and Northern/Western Africa. The program requires vendors to provide a range of services, including sourcing food items, receiving and consolidating product, warehousing and inventory management, quality control, quality assurance, and inspections, transportation and security of product, personnel management, and meeting required delivery dates. Vendors must also comply with various regulations, including the Berry Amendment, which requires that food items be grown, reprocessed, or produced in the United States or its possessions. • The vendor must have experience operating as a Subsistence Prime Vendor or have long-term contracting experience performing similar requirements. • The vendor must have the ability to manage a large volume of sales, estimated to be around $55 million per year for land customers in Southern Europe and $47 million per year for Navy ship customers. • The vendor must have a warehouse platform in Southern Europe that can support land and Navy ship customers. • The vendor must be able to comply with special Navy ship requirements, including palletization and packaging of products. • The vendor must have experience delivering items to Navy ships and be able to accommodate surge requirements, which may increase normal orders by 300%.
