Description
The Region 9 Education Cooperative is soliciting a qualified General Contractor to execute a complete renovation and addition to its Early Head Start Center in Ruidoso, NM. The contract is a lump‑sum award (base $5.5 M, excluding NM gross receipts tax) with required 100 % performance and payment bonds, a 10 % proposal security, and liquidated damages of $250 per day for late completion. Evaluation will be based on technical merit (60 pts), price (40 pts), resident/veteran preference (up to 10 % of total points), and optional interviews (up to 50 pts). The project must be started within 11 days of the Notice to Proceed and substantially completed within 288 days.
• Scope: full renovation and addition of the Early Head Start facility, including site logistics, safety, quality control, utility coordination, and close‑out.
• Budget: $5,500,000 base construction cost (plus tax); contractor must absorb all allowances.
• Schedule: Pre‑proposal conference 12/18/2025 (mandatory), questions due 01/15/2026, proposal deadline 01/23/2026, award expected 01/27/2026, Notice to Proceed 02/12/2026, substantial completion 288 days thereafter.
• Requirements: NM General Contractor license (GB‑98), 100 % bonds, 10 % security, compliance with prevailing‑wage rules, resident/veteran preference certification, extensive subcontractor documentation, safety and labor‑code affidavits.
