El Paso Water (EPWater) is seeking to pre‑qualify up to three private‑sector partners for a public‑private partnership to design, construct, finance, operate, and maintain a Renewable Natural Gas (RNG) facility at the Roberto R. Bustamante Wastewater Treatment Plant. The project will convert biogas from the plant’s anaerobic digesters into pipeline‑quality RNG for injection into the regional gas network, generating renewable identification numbers (RINs). Phase 1 focuses on utilizing existing biogas; Phase 2 may add co‑digestion or a new digester. The selected partner will be responsible for detailed engineering, permitting, procurement, construction, commissioning, long‑term O&M (≈15 years), financing, and marketing of the RNG and associated credits. EPWater will retain ownership and receive revenue‑share payments.
• Pre‑qualification deadline Nov 25 2026; award expected Jan 2027.
• Project scope includes design, permitting, construction, startup, 15‑year O&M, security, financing, and RNG marketing.
• Required experience: municipal RNG projects (20‑50 MGD), P3 delivery, financial strength, safety record, and technical capability.
• Pre‑submittal virtual meeting Oct 6 2026 (non‑mandatory).
• EPWater will issue an RFP to up to three shortlisted firms after the RFQ phase.
