Description

The City of Meriden is soliciting a qualified contractor to perform comprehensive maintenance, trenchless lining, and relining of its existing sewer mains and manholes. The contractor must self‑perform 100 % of the work, have demonstrated experience lining at least 3 million linear feet of pipe (including 250,000 ft of 24‑in. or larger), and be capable of handling a portfolio of roughly 210 mi of varied‑material sewer infrastructure. The contract will start with a one‑year base term and may be extended up to four additional one‑year periods (maximum five years). Payments are made within 30 days of completion, and the City will not include sales or excise taxes in the price. • Scope: trenchless CIPP lining, spot repairs, CCTV inspections, cleaning, and related ancillary services for 8‑48 in. pipe sizes. • Minimum performance: 100 % self‑performance, no subcontracting. • Experience requirement: ≥3 M linear ft lined, ≥250 k ft of ≥24 in. pipe. • Contract term: 1 yr base + up to 4 yr extensions (max 5 yr). • Submission: electronic via City e‑procurement portal; questions due 9/24/2026; proposal due 10/1/2026. • Mandatory deliverables: pre‑ and post‑installation CCTV reports, public notification flyers, safety compliance (police coverage). • Pricing: unit‑price schedule for CIPP liners, spot repairs, cleaning, mobilization, etc.

Budget estimate

$5,000,000 – $25,000,000

The RFP does not disclose a total contract value. Based on typical CIPP trenchless lining costs ranging from $120‑$200 per linear foot for 8‑48 in. pipe, and considering the city’s sewer network of roughly 210 miles (≈1,108,800 ft), the total could fall between $130 million (low‑end $120/ft) and $220 million (high‑end $200/ft). However, the contract is structured with unit‑price line items and may include many items (cleaning, spot repairs, mobilization, etc.) that reduce the overall spend. A conservative estimate for the first year’s work could be $5 million to $25 million, scaling upward with extensions. Factors influencing the final amount include the actual linear footage selected for lining, pipe diameter mix, number of spot repairs, and any change‑order additions.
