The Defense Logistics Agency (DLA) is seeking research and development proposals for the Defense Logistics Information Research (DLIR) and Supply Chain Management (SCM) programs. The goal of these programs is to improve supply chain security and resiliency, and to develop new capabilities and improved DLA processes in support of the Department of Defense's (DoD) Digital Engineering and Modernization efforts. Proposals should address one or more of the following areas: technical data management, digital engineering, supply chain security, and logistics management. The DLA is looking for innovative solutions that can be developed and demonstrated within a 3-24 month period. Proposers are encouraged to submit white papers outlining their proposed research and development projects.
• The DLIR program will focus on developing an enduring, authoritative source of truth for technical data, formalizing the development and use of models to inform enterprise decision-making, and establishing a supporting IT infrastructure.
• The SCM program will focus on improving supply chain security and resiliency, conducting system-level optimization, and leveraging technologies such as blockchain, artificial intelligence, and machine learning.
• Proposers should have demonstrated expertise in relevant areas of DLA business processes and should be able to bring specific technical expertise to the project.
• The DLA will award cost-type contracts, including indefinite delivery/indefinite quantity (IDIQ) contracts and definitive one-time contracts.
