Description
The State of Montana Department of Administration is seeking a qualified design‑builder team to deliver a progressive design‑build indoor firing range for the Montana Law Enforcement Academy in Helena. The contractor will handle full‑scale design (architectural, structural, mechanical, electrical, ballistic containment, ventilation, acoustics, lighting, security), obtain permits, construct the facility, integrate specialty systems, commission the range, and provide training and documentation. The budget cap is $10 M and the project must comply with Montana resident‑workforce requirements and strict safety/ballistic standards. Early procurement of long‑lead items and coordination with ongoing academy activities are essential.
• Scope includes complete design, permitting, construction, system integration, commissioning, and turnover of an indoor live‑fire range with ballistic, ventilation, acoustic, lighting, and security systems.
• Mandatory minimums: $10 M performance/payment bond, A‑ rating surety/insurer, ≥ 50 % Montana resident labor, and at least one key team member with recent indoor firing‑range experience.
• Schedule: RFQ issued 9/25/2026 → SOQ due 10/29/2026 → Finalists notified 11/18/2026 → RFP issued Dec 2‑3 2026 → Proposals due 1/12/2027.
